District Award of Merit
The District Award of Merit is a council award presented by districts in the same manner that the Silver Beaver is a national award presented by councils. The award is available to Scouters who render service of an outstanding nature at the district level. The award is made available annually on the basis of one award for every twenty-five traditional units or fractions thereof. The district need not present all the awards to which it is entitled each year. It is not appropriate to nominate a Scouter who has already received this award. A professional Scouter or other council employee may not receive this award based on employment service. However, a professional Scouter or employee who also serves as a volunteer Scouter may be eligible, based on volunteer service.
- A nominee must be a registered Scouter.
- A nominee must have rendered noteworthy service to youth in Scouting, outside Scouting, or both. Note: The nature and value of “noteworthy service to youth” may consist of a single plan or decisions that contributed vitally to the lives of large numbers of youth or it may have been given to a small group over an extended period of time.
- Consideration must be given to the nominee’s Scouting position and the corresponding opportunity to render outstanding service beyond the expectations of that Scouting position.
- The nominee’s attitude toward and cooperation with the district and/or council is to be taken into consideration.
- Nominations cannot be considered for posthumous awards.
Distinguished Leadership Citation
The Distinguished Leadership Citation is a recognition by Cardinal District for exceptional service at the unit level by an adult Scout volunteer. A nomination must be made by another adult volunteer. The nominee must have been in active service a minimum of two years in any level of Scouting or a combination of levels. The nominee need not be a uniformed leader or a registered member of their unit. They can be a unit leader, committee member, activity coordinator, parent, chartered organization representative or any other person that has helped their unit, district or council. Due to the number of units in Cardinal District, Distinguished Leadership Citations will be limited to two recognitions per unit per year, and persons who have received a Distinguished Leadership Citation within the past two years are ineligible.
Rookie of the Year
Rookie of the Year is a recognition by Cardinal District of an adult Scout leader or volunteer for exceptional service to their unit, district or council and who has fewer than two years’ service as a registered Scout volunteer. Nominations may be made by registered adult volunteers in Cardinal District, with one recognition being awarded annually for the district.
The Scouting Spirit recognition is presented annually to one registered adult Scout volunteer in Cardinal District who has gone above and beyond in demonstrating the spirit of Scouting through cheerful service at the unit, district or council levels. Persons who have previously received the Scouting Spirit recognition are ineligible. Nominations may be made by registered adult volunteers in Cardinal District.
W. E. Medlin Award
The W. E. Medlin Award, given in honor and memory of Winfred Medlin’s years of service and support to Scouting in Fuquay-Varina, is a recognition by Cardinal District of a registered adult Scout leader or volunteer in the district who is not a member of the District Committee but has still provided exceptional service to Scouting at the district or council levels. One recognition will be awarded annually by the district.
Pioneering in Scouting
The Pioneering in Scouting award recognizes an individual who has given twenty years or more of service as a registered adult Scouter. The service may be at the unit, district, or council levels and must be noteworthy. Nominations may be made by registered adult volunteers in Cardinal District, and one recognition will be awarded annually. Previous recipients are ineligible.
